(1) if he will prepare an implementation plan for the United Nations Convention on the Rights of the Child in England;

(2) whether his Department has made specific budgetary provision for co-ordinating the implementation of the United Nations Convention on the Rights of the Child.

Comment by #wco: Ratified in Dec 1991, yet we still do not have enforceable children's rights in Family Court.

As stated: In many jurisdictions, properly implementing the Convention requires an overhaul of child custody and guardianship laws, or, at the very least, a creative approach within the existing laws. The Convention acknowledges that every child has certain basic rights, including the right to life, his or her own name and identity, to be raised by his or her parents within a family or cultural grouping, and to have a relationship with both parents, even if they are separated.

To ask the Secretary of State for Justice which bodies funded solely from the public purse are not public authorities for the purposes of the Freedom of Information Act 2000.

Comment by #wco: We would suggest that rather than an inclusive list as Schedule 1, there is an exception list - by default, ALL public funded bodies to be included. In addition, where public bodies create other entities, including commercial partnerships, then these derivative bodies are covered by the Act too. This loophole allows councils to create companies (eg housing association partnerships) that can hide performance, policy and frustrate any scrutiny on their activities.
